An earlier formula preserved in 1 Corinthians says the risen Christ appeared to Cephas and then the Twelve. This memory likely helps explain Peter's early prestige in Jerusalem.

This was not a mature centralized bureaucracy but a negotiated working arrangement within a rapidly expanding movement whose boundaries and resources remained unsettled.

The silence warns against imagining the apostolic age as a conflict-free golden era.
