The temple was restored around 515 BCE, but the Davidic monarchy was not, and conflicts over land, debt, and membership persisted.

It supplies an ideological context for Ezra's policy, not a second Judean copy of the biblical decree.

Labeling all opponents foreign enemies of the temple is too simple; some may have been existing residents who claimed a place in local worship and landholding.

They linked poor harvests and political malaise to the neglected sanctuary and invested Zerubbabel with dynastic hope. Construction resumed with Persian authorization and was completed around 515 BCE. The temple restored sacrifice, festival, priesthood, and a fiscal center, but was likely more modest than the remembered Solomonic temple. It was a provincial sanctuary within an empire, not a restored independent kingdom.

Returnee elites used genealogy and Torah to claim authority, potentially imposing costs on those unable to prove descent, on local households, and on women and children in mixed marriages.
