Who Could Join without First Becoming Jewish? Jerusalem, Antioch, and the Birth of Gentile Churches
The Jerusalem Council was not a simple vote that “Christians need not keep law.” It was one phase in negotiations over circumcision, table fellowship, idol food, and Israel's identity. Reading Paul's participant account in Galatians alongside Acts' later synthesis reveals the agreement's limited scope, continuing conflict, and the unintended demographic transformation produced by Gentile mission.
Why the Crisis Emerged: Gentiles in a Jewish Messiah Movement
Jesus' earliest followers were Jews who prayed at the Temple, read Israel's Scriptures, and practiced Jewish life. The question was not whether they had suddenly “left Judaism,” but what status non-Jews acquired when preaching, healing, and urban networks brought them in. Circumcision was not merely private surgery. It marked Abraham's covenant and communal belonging, with consequences for household identity, marriage, and table fellowship; requiring it of adult males effectively meant that Gentiles entered through conversion into Israel.
Antioch became the crucial experiment. Missionaries from Cyprus, Cyrene, and Jerusalem formed a mixed assembly; Barnabas and Paul admitted uncircumcised people in Asia Minor and elsewhere. Eucharistic and ordinary meals forced decisions about purity, idol food, and whether Jewish participants would lose communal credibility. Some visitors from Judea insisted that salvation required circumcision according to Moses. Paul argued that God had already given the Spirit to Gentiles and that forced circumcision denied the new phase inaugurated by Christ.
Two Main Accounts: Galatians and Acts Cannot Simply Be Fused
Galatians 2 is participant Paul defending himself to churches in crisis. He says revelation took him to Jerusalem with Barnabas and the uncircumcised Titus, where he privately laid out his gospel to reputed leaders. Attempts to compel Titus failed. James, Cephas, and John recognized grace given to Paul, exchanging fellowship: Paul and Barnabas to the Gentiles, they to the circumcised, with a request to remember the poor. Paul's insistence that his commission was not subordinate to Jerusalem gives the account a clear apologetic purpose.
Acts 15, written decades later, stages a public assembly. Peter recalls Cornelius, Paul and Barnabas report signs, James interprets prophets, and a letter goes to Antioch. Circumcision is not required, but recipients must avoid idol pollution, sexual immorality, strangled meat, and blood. Manuscripts vary in the decree's wording, while scholars debate whether its rules derive from Levitical laws for resident aliens, Jewish moral minima, or practical compromise in mixed churches. Acts' harmonizing design is not a verbatim transcript, but its later date does not make every element worthless.
Limited Consensus, Antioch Rupture, and Long-Term Consequences
Galatians next recounts Peter initially eating with Gentiles at Antioch, then withdrawing when people from James arrived because he feared the circumcision group; even Barnabas followed. Paul opposed him publicly. If this sequence follows the Jerusalem agreement, the principle that Gentiles need not be circumcised did not automatically settle whether Jews could keep sharing their tables. Peter's explanation and the local winner are unknown. Paul's later independence from Antioch at least suggests that the relationship paid a real price.
Romans and 1 Corinthians continue to negotiate food, days, and relations between “strong” and “weak,” proving that one meeting did not erase local difference. Low-threshold inclusion carried the movement through urban networks until Gentiles became the majority. After the Temple's destruction and separate institutional consolidation, Christians often reread the agreement as “abolition of law.” That obscures Paul's continuing scriptural Israelite reasoning and can portray Judaism as a failed religion replaced by Christianity. The immediate result was narrower: Gentiles need not convert through circumcision; no permanent uniform rule settled how Jewish believers would live.

Do Galatians 2 and Acts 15 Describe the Same Meeting?
Many scholars identify them: participants, Gentile issue, and approximate date align, while differences reflect Paul's self-defense and Luke's harmonizing purpose.
Other chronologies link Galatians 2 with Acts 11's famine visit, arguing that Paul would hardly omit the fourfold decree had it already existed.
Some see Acts editing several discussions, Petrine and Jacobean traditions, and later rules into one normative scene, making strict one-to-one identification the wrong question.
Both point to the same core crisis and probably preserve different memories of a major consultation, but not every procedure or rule can be shown to have arisen simultaneously. Galatians deserves priority as early first-person evidence; Acts offers critically usable independent detail. Differences must not be flattened for neatness, nor literary shaping mistaken for total invention.

Portable texts and offices enabled continuity without eliminating local difference.
Did Paul abandon Judaism?
Older Protestant readings opposed Jewish law and Christian grace.
New Perspective and Jewish-context readings see opposition to Gentile conversion
Paul remained scripturally Jewish; statements on Torah must be read by audience
